Getting AI to learn from my knowledgebase so I can ask it questions

Hi, I respond to RFP's for my job. These are Requests for Proposal. If you're not familiar with these, it is where a potential client interrogates various suppliers with loads of questions to determine who they should work with. The questions they ask are fairly similar for example "Have you done this kind of work before, if so, when?", "Describe what work you've done that is similar?", "How would handle xyz?", "What differentiates you and makes you better than other suppliers?", "why should we work with you?" etc etc

Most of the questions have been asked before by other customers are are re-asked again and again with a slightly different context. I've saved a whole bunch of questions that have previously been asked and what our responses were so I can manually copy/paste/regurgitate them. They usually need to be personalised and need to be tweak so its not just a matter of copy/paste. This 'knowledgebase' exists in a 250 page word doc.

What I'd like to do is find a tool that can learn the knowledge in this doc, so I can later paste questions new customers have asked, so that AI can produce the answer, so I can paste the response into the customer response document without too much effort.

I'm thinking this is a perfect usecase for AI and looking for advice please on how I would do this and what tools I'd need etc etc. Hopefully there is a free or cheap tool that can assist.
